Conservation guardianship

Conservation gaurdianship
      Patrols
SPECIFIC OUTCOME 1
Conduct patrols in order to collect and interpret information associated with Conservation Guardianship.


ASSESSMENT CRITERION 1
Observation and listening posts are established in order to observe operational area(s) as it relates to patrolling and Conservation Guardianship requirements.
Example of vantage points, like a hide or a place or position of advantage. In a situation of observation where you would have the upper hand. Usage of your senses and recording for example listening for gunshots or cracking twigs, smelling of rain or rotten meat, gun powder, Tabaco or dagga, body odours of humans, urine etc.

ASSESSMENT CRITERION 2
Routine patrols are executed using appropriate formations to detect any illegal activity.
Patroling an area or landscape of importance, usually army based and strick on routine and discipline. Usally works, accompanies live ammunition. In different formation which ever is applicable, for example in a straight line, arrowhead or in file.

Straight line, arrowhead, file, wedge, scorpion and single file.






ASSESSMENT CRITERION 3
Information is gathered with regard to movement (illegal/legal) inside a conservation area.
           Legal:
For example anti-pouching patrols, security patrols, security vehicles’, set curfew at 22h00 for all staff and students to be off the farm.
          Illegal:
For example after curfew activities, unnatural occurrences like crime scenes, cut fences, unauthorised vehicles’,
Tracks unexplained, vehicles parked at fence line, fire arms and snares, open fires, etc.

ASSESSMENT CRITERION 4
Routine patrols are executed to locate, follow and identify high profile/threatened species within the operational area.
           For example the white rhino trade and pouching, the species that carry the most value would     be your high  profile species to protect, or threatened. Specific species to be vigilant about.
ASSESSMENT CRITERION 5
Illegal activities are detected through the identification and finding of evidence as it applies to conservation guardianship.
Evidence of a crime scene or illegal activity which would lead to an investigation for more serious evidence.

      LAW
SPECIFIC OUTCOME 2
React appropriately within the law and according to established procedures, in order to counter any illegal activities.

ASSESSMENT CRITERIA

ASSESSMENT CRITERION 1
Suspects and witnesses are approached in a manner that ensures the safety of persons and the maintenance of full control of the situation.
Procedures to correct approach to a situation and taking control of a situation, keeping safety in mind.
ASSESSMENT CRITERION 2
A suspect is disarmed and his/her weapons are made safe.
If the suspect has a weapon, try to disarm them and make weapon safe. Usually communicate calm and collectively.
ASSESSMENT CRITERION 3
Lawful arrests are carried out using minimum force.
When arrest in prosess do it in such a way that is lawfull. Minimal force involved. Stay calm and collective. Hear and record what suspect has to say. Listen to the explination and try to explain why the arrest is taking place. It is important to be in accordance with the law during the procedure. Anything you say or do can be held against you in court as well as  against the suspect.
ASSESSMENT CRITERION 4
Suspects are questioned using techniques that optimize useful information gathering.
Questioning should be done in a lawfull way and recorded of all events that take place, a second person should be present to testify of events.

Evidence

SPECIFIC OUTCOME 3
Collect evidence in order to be able to prosecute a suspect and present evidence in court of law.

ASSESSMENT CRITERIA



ASSESSMENT CRITERION 1
The scene of a crime is secured according to standard operational procedures and requirements.
Secure the scene of the crime and mark all areas, record all evidence and collect usually taking picture with date and time specified with the date and time function. Voice recording all advancements. Taking vidios is also convincing evidence.
ASSESSMENT CRITERION 2
The appropriate collection techniques are utilised while preserving the chain of evidence.
Mark collected items, in a sealed bag with a seal that can only be opened once if possible.
ASSESSMENT CRITERION 3
The extent of the offence and individual rights are explained to suspect/s as it applies to legal requirements.
Every persone has rights, read the suspect their rights and explain to him the penalties and the seriousness of the situation.
Procedure:
1.            Enquire as to who the person is , what their business is on the property
2.            Identify yourself and state your title.
3.            Evidence that he is authorised, like documentation, a gate pass etc.
4.            If not authorised, disarm the person, keep safety in mind.
5.            Arrest the suspect with minimal force.
6.            Read him his rights and state the seriousness of offence.
7.            Secure crime scene
8.            Collect evidence.
9.            Question
10.          Contact the police/take to police office.
11.          Open docket
12.          Get case number as well as date, time and place of court case.
13.          Present evidence in court.




ASSESSMENT CRITERION 4
Assist with the preparation of a docket according to operational and legal requirements.
The docket should explain everything in an exact and clear way, specifying all events precisely. Getting a case number and time and date for court date.
ASSESSMENT CRITERION 5
Evidence is presented in court in a credible and consistent way.
When in court you need to give your consistent evidence and docket. Your report of events and evidence should be relevant and consistent. Acquire a good prosecutor to assist in prosecution.
Communication
SPECIFIC OUTCOME 4
Apply appropriate communication techniques during the operation.


ASSESSMENT CRITERION 1
A variety of techniques is utilized to ensure the maintaining of communication as it applies to patrol ling.
Communicating is vital in a patrol and pouching situation, different communicating techniques can be used such as hand signals, a cellphone on silent mode, a radio that is not on at all times, which can be switched on when you need to give a report.  When reporting give geological refrences as to where you are for the control room to know you last know position and so that they can plot you position on a map. For reporting and debriefing after an operation.
ASSESSMENT CRITERION RANGE
Hand signals, radio procedures, cell phones and geographic references, etc.






ASSESSMENT CRITERION 2
Appropriate report formats are used to present information to supervisors and other audiences.
Correct format of reporting should be used, in a universal and efficient manner, being specific on the topic at hand. For example about the activities while patrolling a fence for poachers.

ASSESSMENT CRITERION 3
A verbal debrief is conducted with patrol members and other audiences as it applies to patrol and conservation guardianship operations
Reports and information is discussed after every operation so that improvement can be done and all aspect can be assessed.
